Well you see when ever i start it up it says:
The hard disks database must be rebuilt.
I press okay then it goes to the progress bar. After about 10 seconds it says:
An error occurred during the rebuild operation. The hard disk must be reformatted.
I press okay again and it gives me the warning about how all my data will be lost, I could care less. So after that i goes to the progress bar but it never moves up from zero. I tried to wait but after 11 hour's and still no progress i'm starting to lose hope. This could no have happened at a worse since Grand Theft Auto 4 came and now MGS4. Some please help me.

Well its only your harddisc so its not your ps3. You can swap your disc if necessary.
Try to give it a quick format, after you've backup your gamedata and others.

Sounds to me like you got an HDD problem (could be fired etc), I take it you can't get to the XMB??? Only thing you can really do is ring Sony support and see what they say.

Considering how cheap hard drives are, and the fact that the smallest ones you can get nowdays are 120Gb, it's probably not that much of a big deal for most people in your situation to go and buy a new hard drive - install that, and see if the problem goes away.
If you have data on your old HDD that you want to recover, all might not be lost - if you have access to an external hdd caddy for a 2.5' SATA (these are also incredibly cheap to buy), you can use it to hook your PS3 hdd into a laptop or PC via USB. Then you may be able to back up the data (depending on how badly the drive is corrupted).
Of course you could do all this, and find out that it isn't the hard drive after all (I'm gonna say it's probably unlikely - but anything is possible), and then you're out of pocket the cost of a new HDD, and still in the same boat.
