Hey guys , my English is not the best , but I'll try:

I bought a 40G ps3 about a month ago , with the games Assassins creed and UT3. anyway , everything was great , until i installed Haze demo , but in the middle of the installation , i plugged out the ps3.
about a week later i noticed that my ps3 working weird , when using the XMB the options pop out slower ( even the UT3 game options pop out slower), while playing assassins creed the map shadow looked weird , and while playing UT3 the texture loading IS VERY SLOW!
also , while playing UT3 in some maps the FPS is lower ( not by much , but the motion is somehow not smooth sometimes)

I don't have problems loading videos , and the loading of the games are pretty much the same.

is the RSX ? the processor ? please help me.

after that i restored default settings , it didn't help so i did a ps3 formatting , didn't work as well.

What you need to do is a PS3 system restore, and if you have any custom theme installed, go back to the default theme and delete the custom theme.
Do the theme thing before you do a system restore.

No not really if you have done a full system restore and formatted the HDD and it dosent work then i suggest calling Sony if it's under warranty they probably will replace it
