I have a chance to buy a really cheap new PS3, but it's a japanese one.
I assume that the menus and all will be in japanese, but can I change that? What other differences will there be?

Id imagine it would, atleast in the main XMB be all in english and you'll have an option to set everything to english aswell.
You should be safe getting it.
My PSP is Japanese and is almost identical to an American one in everything.

I heard blu-ray movies are region-locked so you won't be able to watch blu-ray movies where you're from. Someone correct me if I'm wrong.

I own a Japanese PS3.
Japan and USA shares the same Blu-Ray region. I live in Japan but buys my movies from Amazon USA and they plays just fine. Since it is the same region, Amazon do not restrict international shipping for Blu-Rays. I could not buy games though, They are region free though, marked as NTSC opposed to the NTSC/J we have here in Japan.
Another difference if my memory does not fails me is censorship. I remember a thread on Resistance FOM in game blood issue. I could not see blood when I played the game, however, as soon as I used a save game from a US console I could see blood.
I do not know if that reflect other games (Uncharted maybe?!).

Blu-ray is not region locked. This goes for the majority of games as well. The only difference is PS2 and DVD playback. Only Jap. region will work for DVDs and Ps2 games

Blu-ray movies ARE region locked, the GAMES are NOT. I have one I bought from South Korea which shares the same region as Japan/America and the games work fine.
As for the language, it asked me which one I wanted to set it when I first turned it on and changed it to English.
BTW Syugo, correct me if I'm wrong about the Blu-ray movies being region locked, cause I'd like to go out buy some here in Australia :P

Yes, there's no region lock on HD-DVD
There is no Region Coding (http://en.wikipedia.org/wiki/Region_Coding) in the existing HD DVD specification, which means that titles from any country can be played in players in any other country.

I have a few BD's I swap with my friend with a US console, that aren't region locked.

You can change the menus to english, the main difference is the information bar will be in Japanese, also O becomes the new default selection key instead of X
You won't be able to play US PS2 games if you're getting that version. Also it comes with an Edy Viewer

i have a jap and uk ps3.
the jap ps3 the O and X buttons are switched round for all navigation functions - similar to jap psp. there is no way to change this.
haven't tried uk ps2 games on a jap console.
